Incineration overcapacity in Germany and Netherlands confirmed by ISWA

Even the chair of ISWA is confirming the current inicneration overcapacity in Europe:

By contrast, overcapacity in incineration in several European countries, especially Germany and the Netherlands, offers other European countries a cheaper option for disposing of their waste. Italy is therefore sending its non-recyclable plastic waste for energy recovery in German WtE plants rather than more expensive Italian WtE facilities.

Now that with the implementation of the WFD there is an open market for waste incineration, it is likely that incineration prices will go down and nobody will beat the cheap prices of Germany and Netherlands... One can argue what is the point of building a new incinerator in England, Spain or Italy if waste will escape to be burnt in Germany.
